THE CONSTITUTION OF THE ELECTRICAL ENGINEERING STUDENT COUNCIL




I. NAME AND PURPOSE

The name of this organization shall be the Electrical Engineering Student Council. The purpose of this Council shall be to act as a representative of the student body in student-faculty relations, to administer the "Honor System in Examinations", and to conduct an "Instructor Rating System".

II. MEMBERSHIP

Sec. 1. The Council membership shall be divided as follows:

A. Two members in their first year of the Electrical Engineering curriculum (designated as Class I). Class I members must have 15 or less completed credit hours of Electrical Engineering courses.

B. Four members in their second year of the Electrical Engineering curriculum (designated as Class II). Class II members must have between 15 and 45 completed credit hours of Electrical Engineering courses.

C. Four members in their third year of the Electrical Engineering curriculum (designated as Class III). Class III members must have more than 45 completed credit hours of Electrical Engineering courses.

Sec. 2. The representatives from each Class shall be elected by the members of that Class at a regular election.

Sec. 3. The members elected shall serve until the end of their scheduled undergraduate degree program.

III. NOMINATIONS AND ELECTIONS

Sec. 1. Nomination procedure shall be as follows:

    1. Nomination shall be by petition. Each petition shall bear the names of fifteen students registered in Electrical Engineering and eligible to for the nominee.
    2. The nomination petition shall be endorsed by the nominee as follows: " I do hereby certify that, if elected, I will be faithfully carry out all duties required of me as a member of the Electrical Engineering Student council".

      Sec. 2. Elections for all vacant positions will be held by the end of the fifth week of each quarter.

      Sec.3. There shall be a regular election.

      A. At the regular election, the candidate for each vacancy receiving the greatest number of votes shall be elected. Those candidates not elected shall be considered as alternates to the Council and shall assume regular duties of the regularly elected Council member if, for any reason, the member is unable to continue as a member of the Council and said alternate shall serve the remainder of the term.

      B. If the alternate is not available, the position will remain vacant until the next earliest election. At this time, the position will be available for prospective candidates and will follow regular election procedures.

      Sec. 4.

      All elections shall be under the direction of the Electrical Engineering Student Council. Council will establish proceeding for publicizing the election and candidates. The Council shall provide appropriate ballots and shall supervise the polling of booths and the tallying of votes. Secret balloting shall be used in all elections.

      Sec. 5.

      If the performance of the duties of any member of the Council is not satisfactory, that member can be removed from Council by one of two methods:

      A. A petition for removal signed by 25% of that member's class.

      B. A 3/4 majority vote by Council.

      The Council will establish its own criteria for negligence of duties, and hearing procedures will be drawn from "Procedure for a Hearing".

      If any member of Council does not participate in Council activities for a quarter and does not inform the Council of their reasons prior to that quarter, their actions can be judged unsatisfactory and they can be removed by the above methods.

      IV. OFFICES

      Sec. 1.

      All officers must have been in Council for at least 2 quarters and must be able to serve for the entire term. An officer term will begin in the first week of Fall Quarter and will end in finals week of Spring Quarter. The officer elections will be held yearly, two weeks prior to final examinations of Spring Quarter

      Sec. 2.

      The new Council President will be elected by a majority vote of Council members.

      Sec. 3.

      The new Council Vice President will be elected in a separate election following the election of the new Council President. The new Council Vice President will be elected by a majority vote of Council members.

      Sec. 4.

      The President shall appoint a member to serve as a Secretary of the Council.

       

      V. MEETINGS

      Sec. 1.

      Weekly meetings shall be held each quarter that Council is in session, those quarters being Autumn, Winter, and Spring.

      Sec. 2. Additional meetings may be called in the following manner:

      A. By the President of Council.

      B. By any two members of the Council.

    4. At the request of the Chairman of the Department of Electrical Engineering.

Sec. 3.

All meetings shall be opened unless otherwise directed by a 2/3 vote of the Council.

 

VI. ADMINISTRATION OF THE HONOR CODE

Sec. 1.

All charged violations of the Honor Code will be reported to the Electrical Engineering Student Council and the Chairman of the Electrical Engineering Department. Details of the incident will be forwarded, in writing, to both the student charged and to Council by the instructor.

Sec. 2.

All alleged violations shall be handled according to "Procedure for a Hearing".

 

VII. RATIFICATION AND ADMENDMENTS

Sec. 1.

This constitution shall be adopted by a 7/8 vote approval of the Electrical Engineering Student Council, a 3/4 vote approval of the faculty, and a 2/3 majority of the votes as in a referendum.

 Sec. 2.

Amendments to the constitution shall be proposed by the Council, must be approved by a majority of the responding faculty, and then shall be adopted if the amendment receives a 3/4 vote of Council and a 2/3 majority of the votes cast in a student referendum.
